Abstract |
Background. By the example of the preparation and making of reforms on can-cellation of serfdom in Russia, the role of educated bureaucrats, who implemented the latter, using the methods that were worked out in the period of preparation of bills of 1840s, is investigated. It is vividly revealed in the work of educated commis-sions where members of the nobility took part. The study of the experience in preparation of reforms with the support of bureaucracy as well as with attraction of members of educated people in the capital and provinces is urgent in modern Russia. |
